Will it still foam if I transfer it to my decorative dispenser with a standard pump?

How do you get the pump to work? I tried twisting and turning both directions and it won’t release

Is this antibacterial? I just saw a review that said it kills germs and bacteria but it says nothing about it being antibacterial in the description.
