Only runs lights fully on in settings 0-90, and fully off 91-100. Happens on all channels. Any insights?

as the device does not have an eeprom to store dimming values, what is the default value it will assume after a power outage?

1. is this a 5v or 3v device? 2. can i have the schematic ? 3. what are the 1,2 dip switch for (pull up)? 4. is on on the 1,2,3 switch meant low?
