WestcottB-70 8ths Graph Beveled Ruler, 12 in

Are these now made in china since westcott/acme bought them? the description leaves this out and the picture is made too blurry to read.

Is this ruler a genuine "C-Thru" brand ruler or is it made by Westcott or some other company?

Are the lines still between plastic to protect from wear, or now just painted on one side to save cost after moving production to china?

Can you use this ruler to do dot to dot pictures?
